CATHOLIC PRELATE ISSUES A CIRCULAR URGING REFORMS.

Drastic, reforms in girls’ and women's dress are suggested l>y Archbishop Kelly, in a circular distributed at all Roman Catholic churches. The injunction applies to girls from the ages of four years. The eireular orders dress to be inches longer and sleeves to bo worn; bathing costumes to be lengthened and a wrap worn; no bathers to have photographs taken in costumes; tlesh coloured stockings not to be worn; and “V” necks’never to bo worn.
