A NAIVE PROPOSAL.
. TO PAY CHINESE OBLIGATION . (By Telegraph-Press Assn.-Copyright.) Received this day, 9.15 a.m. PARIS, December 20. It is reported that the Chinese Government is prepared to pay arrears of the Chinese share of the expenses of the League of Nations, exceeding a million dollars, by increasing the Customs duty on foreign goods one-half per cent.
