Herzogin Cecilie as Naval Training Ship (Received C, 9.55 a.m.) LONDON, May 5. The Admiralty has declined Lady Houston’s offer to salve and repair the Herzogin Cecilie and present it to the nation us a naval training ship. It is pointed out that the Navy does not train men in sail. Lady Houston has now offered to defray the salvage if it can be arranged that the Herzogin Cecilie will again sail as a training ship for the British Mercantile Marine.
