SPANISH ESTATES
Government Decrees (Received 30, 10.25 a.m.) r MADRID, March 29. The Government has issued a decree empowering the Agrarian Reform Institute to declare certain estates within the municipal boundaries as social utilities and therefore eligible for expropriation. This will prevent the legalising of the recent action of land workers at Badajoz, who took the law into their own hands and seized estates before agrarian-reform agents could assess them. The decree is designed primarily to provide holdings for peasants and facilitate the resettlement of families in crowded areas.
