As forecast in the speech of the First Lord of tho Admiralty, Viscount Moneell, at a meeting of the naval treaty Powers, a protocol embodying rules for the treatment of merchant ships by submarines in time of war is to be signed by all the Washington Powers. The negotiations are already far advanced, and as soon as tho protocol is signed by the five Washington Powers it will be submitted to the other naval Powers for their discussion.
