TOWN BOARD REMITS

Honorarium for Chairman UNAUTHORISED EXPENDITURE Two remits are to be forwarded by the Havelock North Town Board to the annual conference of the Municipal Association in Christchurch next year. One was described at the monthly meeting of the board last evening as “the hardy annual”—that of asking for an hororarium of £5O for the chairman. This remit has been placed before the association previously, but it has not yet been carried. The other remit \va s regarding a subject which has also been discussed before and also placed before the association. This was that unauthorised expenditure for town boards be increased. It was explained that at present the board was allowed only £l5. On the last request to the association, when it was asked to be increased to at least £2O, the association gave.permission for its fee, in the vicinity of £6, to be paid out of authorised expenditure instead of from unauthorised, However, the board considered that £l5 was still inadequate—absurd, as the chairman, Mr. 11. R. von Dadelszen, stated. He said that the board was afraid to spend anything from unauthorised expenditure as, because the total was so small, they were afraid of spending in excess of the amount. The chairman asked the clerk, Mr. W. H. Anderson, if he could state what unauthorised expenditure a borough the size of Waipawa would be allowed, but the clerk replied that he could not tell off-hand. It was thought that perhaps the sum would be about £5O. The clerk pointed out that if the Town Board district were to be made into a borough as could be done as there was a population in excess of 1000, then the local body would be allowed much more. The £l5 was base! on the basis that there were town board districts of a population of only a few hundred. It was finally decided that a remit be forwarded' to the association asking that Town Boards governing a district with a population in excess of 500 be granted a greater sum as unauthorised expenditure.
