SPORADIC ENCOUNTERS, SOVIET RAILWAY DISPUTE. SHANGHAI, April 26. Sporadic fighting continues in North China along the Luan river. Peking reports indicate that the Japanese are starting a gradual withdrawal to positions along the Wall, having accomplished their purpose. The condition of Chiwangtao and Pcitaiho is calm following the Japanese occupation, while the alarm in the Peking and Tientsin areas is subsiding since there is no indication that the Japanese intend to infest those areas.

The dispute between Manchukuo and the Soviet regarding the seizure of tho Chinese Eastern Railway rolling stock ownership continues, but is confined largely to an exchange of Notes. Harbin .reports state that there is a large concentration of Soviet troops along the border waiting any sudden development.
