FRENCH CHARGE AGAINST GERMANY. ALLEGED SUSPICIOUS MANUI FACTURES. (United Pr*se Asaoclatron-By CableCopyright.) (Received 11,10.50 a.m.) Paris, Dec. 10. A rapporteur of army estimates told the Chamber that although Germany benevolently ratified the Convention against chemical warfare the German chemical industry was purchasing toxic material which was adaptable to warfare, and was simultaneously turning out smoke-sereen apparatus, likewise fire extinguishers, which were easily convertible into flame throwers. The development is even greater than in the United States which is not bound by the Convention. Russia and Japan are also studying the matter, while Britain and Italy only renounced in case of their opponents similarly renouncing.
