PLEBISCIT E SUGG ESTEI >. THE LEAGUE’S PROPOSAL. (Received 30, 2.15 p.m.) Brussels, Oct. 28. The Council of the League of Nations’ effort to settle the PolishLitbuawian dispute owing to the Polish occupation of Vilna, requested that tho two Governments concerned agree to a plebiscite under the control of the League, whereby inhabitants qf the disputed territory would be able to signify whether they belong to Poland or Lithuania. All troops will be withdrawn during the plebiscite. The Council requests the Polish anil Lithuanian Governments to state whether they will agree to this proposal within ten days from to-day.— (Reuter.)
