The latest German atrocity in Belgian is that the military authorities have removed 300 lunatics from Bruges asylum, not allowing the guardians to prepare fortheir reception elsewhere. LEIPSIG IN REVOLT. I “ HIE TIMES-” 1 (Received 13, 9.0 a.m.) Rome, Feb. 12. Grave disorders have broken out at Leipsig and the city has been isolated.
