GERMAN DEMANDS ON NEUTRALS. 'reutpk’s iKi.nimis 1 (Received 3, 12.30 p.m.) Paris. Nov. 2. The ‘‘Cologne Gazette,” in an inspired telegram from Berlin, foreshadows that if neutrals failed to resist British oppression more energetically. Germany will demand from neutrals the most definite guarantees that cargoes in neutral vessels, destined for neutrals, shall not partially or wholly be unloaded in Britain.
