C ATTaTR AT.TAN and nz oaim.f AHHN. 1 The “'New York Times” gives prominence to a correspondent’s suggestion that America and other Nations should draw up a plan and propose the internment in countries of all prisoners of war, thus relieving the belligerents of war prisoners who now number 2,500,000. The “Daily Express” advocates the formation of regiments of imperial Guards consisting of Dominion troops. Sir J. G. Ward, in an interview, said the idea had much to recommend it. The imperialistic conception would serve to focus people’s minds upon Empire affairs, I and would be productive of good if the Guards were formed without weakening the individuality of the various separate divisions of the overseas dominions.
