London, Feb. 16. Some 15,321 Nonconformists in the diocese of St. Asaph have petitioned Mr. Asquith against the Welsh Church Disestablishment Bill.'
LABOUR’S PLAN OF CAMPAIGN
London, Feb. - 16. Mr. Ramsay MacDonald, in the course of a speech, says that tfte Labour party intends during the present session to introduce amend ments oftener than at any other, and to make demands in connection therewith. . If fhe Government met them, they would propose |o with draw the amendments. If the Tories opposed the .withdrawal the Labourites would vote against their owh amendments. .He added that' unless the Labourites got concessions the amendments would be carried to divisions. He appealed for a still .stronger Labour party, contending that with A. hundred members the party ought to be able to rule the House of Commons, turn out the Government arid enter office.

The House of Commons negatived the anti- disestablishment amendment to the Address-in-Reply by 279 to 217. •
