DECLARATION OF LONDON.
VIEWS OF DOMINIONS NOT WANTED.
(Received 11, 9.45 a.m.) London, Feb. 10. In the House of Commons. *r. Lewis Harcourt, replying to Mr. Butcher, member for York, said when the Declaration of London is forwarded to the dominions, they will not be invited to express their views. MUST BE CONSIDERED AS A WHOLE. (Received 11, 9.45 a.m.) London, Feb. 10. Mr. Wood, Foreign Under-Secre-tary, speaking at the City Liberal Club, said unless the rules embodied in the Declaration of London were ratified, development of the principles of international agreement would be seriously retarded. The Declaration must be considered as a whole.
Regarding the vital matter cf blockade, the Declaration was the established British practice. If food came in British merchantmen -nothing was altered; if it came m neutral merchantmen we were better off than before, and as belligerents we were gainers, owing to i ecognit ion of important points in naval practice heretofore questioned.
