Tho Speech from the Throne announces that subject to the approval of Parliament tho Government have agreed to the construction of the West Australian railway by the Commonwealth, also to transfer the northern territory on fair terms. Hills are promised to provide a reduction of members of both Houses by a third, and make the Council franchise a household one. Melbourne, Thursday. The Government bill to amend the State Constitution, rendered necessary on the establishment of tho Commonwealth, has been circulated. SATISFACTORY BUDGET. h,*c£jre<i Julj B', 1,5 a.m. Sidney, Thursday. The Governor’s Speech will refer to the ! satisfactory state of the finances, despite the extraordinary expenditure, 'ilu* revenue mot everything except tho expense cf the African contingents. A convention will bo appointed to deal with the reform of Parliament necessary by the establishment cf the CommonwealthHills will be intreduevd dealing with arbitration and adult suffrage.
