Sib, — As you decline to publish my letter of yesterday re Mr Niven and the Harbor Board I would like to explain that my object in writing the. same was not to furnish argument, but rather to demand Mr Niven's proofs for the sweeping assertions he made in reference to that body. I wish to know, and a large Bection of the public wishes to know, what are Mr Niven's reasons for his wholesale condemnation of the Board.
