THE SOUDAN.
FRANCE AND FASHODA. (PER PRESS} ASSOCIATION.— COPYRIGHT,) Reoelve'd October 13, 9,45 a.m. Paris, October 12. A semi-official Note dealing with the Fashoda incident has been issued. It deals pretty comprehensively with the whole question, and debates the warning given to Prance in 1895 by Sir Edward Grey. The Note goes on to say that the conflicting claims of France and Britain appear to involve the wholo question raised by Sir Edward Grey in his speech in the House as TJnder-Secret.ary for Foreign Affairs, when he stated that Great Britain would regard the occupation of Fashoda by France as a distinctly unfriendly act. This conclusion, the Noto urges, does not follow, as neither the British nor French occupation of the disputed territory need be regarded as mutually exclusive. The telegram to Major Marchand from M. Delcasse, forwarded through General Kitchener, has been delivered. It is expected that Major Marchand's reply will reach Paris by the 17th instant.
