HAWKE'S BAY COUNTY COUNCIL.

Monday, June 10. Present— Messrs W. Shrimpton (ia the chair), M'Leao, Ryraor, Villers, J. N. ' 'Williams, J. Bennett, ond Chambers, PETITION. Mr Rymer presented a petition from 36 Bottlers of Papikura praying that a bridge ba built over the Block creek, and that a road leadiog therefrom bo c instructed,— Mr Stoddart wrote on the same matter.— The chairman said tbal the sanio matter had been brought up at lost meeting, but had been shelved, as it was not considered that the creek oould be reached by road at flood time. Now Mr Scoddart iqformed them otherwise,— Mr Bennett said that he had had a conversation with Mr Stoddarb, who told him that if a small bridge were erected the settlers could get free acieas. He had promised to pay a ■ visit of Inspection to the spot, bnt as yet had not had Mind. He moved that the matter bs deferred till next) meeting. — Carried. From the league for the promotion and development of gold-mining.— Received. . From the Meanee River Board, stating their willingness to raise the bank at Powdrell'a crossing, bat asserting that it was beyond the function of the Board to make approaches on public roade. They pointed out that tho road la question was B public road leading to Papakura, and they considered jo would be the duty of the Council to provide approaches. They farther intimated that they would hold the Council responsible for any damage that migh tnccnr to the stop bank on the road at. Powdrell's crossing through not having the approaches made. — Mr Rymer thongbt that the request was a reasonable one, and moved that it ba granted. He thought when the bank had been made the Council should construct the approaches. — Mr Bennett said the onlj thing that troubled him was that the Meanee River Board ended on one bank and the PapaKnrn Board had its boundary on the other side. The Meanee B-ard was making an embankment which would throw the water on to Papakura. He objected to the Council, receiving threatening letters like tbe first read, and thought they would only be consulting their own dignity is refusing to discuss tbe letter. — Mr Villers seconded tbe motion, which was carried, From She same, asking for a grant of £100 towards opening the channels in tbe Tutnekari river, or pro rata to tbe extent the Council would be benefited in not having their roada damaged by flood ~ water, also stating a number oi roada which would be protected.— After discussion it was decided :— That this Council recognises the value of clearing out obstructions cauaed by wiilow growth, &c, in the Tataekuri river bed, and hereby nsks the Mesnee and Papakurarßiver Bowds to Bubmio a plau for Us approval showing the river bank and the works contemplated, and that) they will thereafter favorably consider the grant in aid for the purpose. From Tarftdale school committee asking that Taipo Creek be cleaned out;. — Referred to the Taradala Town Board. From the Taranaki ratepayers re the adjustment of the valuation roll. — Received. • From the Clive River Board asking for a subsidy of £250 towards providing re pairs to the protective works at AnderBon'a corner of the Ngarnroro river. The Chairman said he had asked the overseer to make au e3tioiate, and that officer had reported that tbework could ba done for £40. He felt that they had to deal only with the matters essential to the protectian of their roads. He thought it would be best to deal with this matter independently. On tbe motion of Mr Williams, seoonded by Mr M'Leau, it was decided that this Council will take steps to protect their road in this locality. From the trustees of the Rhodes' estate, saying they cannot) contribute towards the expense of convey lug roads.— Mr Bgnnett moved and Mr Rymer seconded, That the Conncll themselves undertake the work. From Papakura River Board, offering to rent tbe reserve between Grant's embankment and tbe Tutaekurl river for protective purposes. — Id was decided to reply that tbe Council will not vest the reserve in the Board, but will at all times allow them reasonable access to take metal, &c. From the Taradale River Board, in reply to a previous communication which stated that tenders could not be called for bank protection by the Council as they already had a contract let for metalling at the same Bpot, stating that the Board bad -. ;_„ had an estimate which showed that at contract' prices the work could not be done f oi less than £140 which was excessive. The Board tngsjested that they be allowed to erect a bmk to the approval of the Council's engineer. —It was resolved . —That thte matter be left over till next meeting, and that -the contractor for the road be interviewed la the meantime, and asked for an estimate for raising the road. ME OEK'S EEPOET. Mr Orr reported as follows : — Clive Riding.— Good progress is being mado with metalling repairs. Two new stringers have been fixed in Waitangl bridge; Unless any further scour takes placo I consider the bridge safe for ordinary traffic. Further slips havo taken place on the new cuttings on road line, Tuki Tuki station, and this will entail some surface work most of the winter keeping it clear. Small drainage work near Fuliord'a want attending to, and will he commenced at an early date. Havelock Riding.— Metalling repairs are nearly completed. The widening ol Ceme-tery-road is progressing. Road formation, Poukawa station to Poukawa stream, not yet commenced ; will notify contractor to comhhHAe in time Examined proposed line, HIBBMihu to George-road, though consider it to obtain right of road in that direction, present traffic hardly warrants any great expenditure upon it. Heretaunga Riding.— Te Aute-road to Poukawa station; formation contract is progressing. Fair progress is being made with metalling repairs. To Auto-road metalling will be commenced during the present week. Draining in order to carry off all surface water from Parlr.Tolemaohe, Alßornon, and Norton roads. The drain through air Colliaon's should be widened, and a box culvert placed at the outlet; estimated cost £25* work should bo commenced at once. ■Willowß on the banks of the Ngarnroro between the bridges at Pakowhai require removing; if allowed to grow would have a tondency in flood to direct the stream along the road line to Pakoukai. Maraekakaho Riding. — Olrig formation • contract is completed, and metalling samo •will commence a 6 once. Tho contractor has commenced work on tho Hastinga-Marae-Kakaho formation contract. Kereru-road, about 25 chains road between Maraekakaho •and Rigger's, require metalling, .estimated cost £20 ; also at Blaokbill on same lino four chains requiro metalling, cost £4. The report was adopted, and in was resolved to ask the Hastings Borough Council to subsidise the drainage to the extent of £5. M Traoy reported as follows :— Meanee Biding.— Metalling tho worst portions of tho new Taradale road has been.atrended to during the month, also metal roTlalrs on tho Omahu-Taradale and Papakura roads. Metalling contract Meaneo-Pakowal road is almost completed, ns authorised. I have put in a tile culvo fcjHa tho new Taradalo road opposite the tireenmeadows storo, also a wooden culvert at Guppy's corner, MeaneeTaradale road. •nP k 5S a Riding. — Metal repairs on tho Woodthorpo Mangawharo road are completed. I would recommend that two opon crossings on tho Mangawharo-Glonross road be eulverted, coat tilo pipes on hand, carriage of pipes from Meanee to Mangawharo I ■would also recommend that a bridgo culvort be erected on the Tunanui road, Miln's flat, cost £10. This road is vory much used in tlmo of floods. I havo examined tho Mangatulu road, re Mr Shield's letter, and tound tho road In good order for traffic. Memo.— A distance of road line used on privnto proporty wain lino to Maungatuku station not in good order but no public road has beon laid out there. Puketapu Riding.-Motal repairs to tho worst portions of tho Grecnmcadows-Wharc-raogi road has been attended to during tho month, also Pukotapu- Woodthorpo road. Petane Riding.— During tho sodden state of the roads, metal repairs on tho newTaupo line are slowly progressing, Contract Glengarry road formation is making good progross. Tho ordinary surface repairs to all county roads under my supervision havo been attended to during tho month. The report was adopted. THOSE FENCES. John Tracey, the overseer, reported that ia accordance with iastructious he bad examined the fence encroachments on the roads in the Petane district/. He found that, starling from the -Petane bridge, the fence on tho western side of the road up to the Petane-road was actually ou tbe road reserve, and that along the line Petane Hotel aud Walroa-road in some cases the feneo Hues encroached. Along the Taupo road, from tho hotel, the fences euorofcehed on the north and south side of the road In many places. He was of opinion tbat no public inconvenience existed from the encroachment excepting ou aections I to 9 on tho north side of the road line. A drain wag required along the road line fronting the l^etiaue Hotel and Taupo-raad, and to cut and maintain this drain the fences roqoired to be removed. He had served a notice on tho owners of sections 7, 8, and 8, to remove fonces from iho road, which had only been partially complied with — Adopted.
