London, May 2. Last night Sir H. B. Loch, the new Governor of Victoria, was entertained at a banquet by Mr Murray Smith, AgentGeneral for that colony. Among those present were the Right Hon. Mr Childers, the Duke of Manchester, Sir Henry Barkley (who was Governor of Victoria in 1856), Sir Robert G. W. Herbert (Permanent Under-Secretary for the Colonies), and the several Agenta-General. In proposing the toast of the evening, Mr Smith promised bis Excellency a cordial welcome on his arrival in Australia. In reply, Sir Henry Loch enforced upon those present the necessity of fostering the union between England and the colonies. Sir H. Loch leaves for Australia via Plymouth and Hobart, on the 28th instant. It is proposed to lay a cable between Java and Thursday Island. In the House of. Lords on Monday the Earl of Rosebery intends to move for the production of all papers in connection with the Recidiviste question. The Duke of Manchester leaves on a visit to the Australian colonies immediately his private business will permit him. The Egyptian Blue Book shows that the English. Government have frequently urged Gordon Pasha to withdraw from Khartoum ', also, that his despatches are incoherent and inconsistent. It is believed that the reported dynamite outrage at Toronto is a hoax. The committee appointed by the German Reichstag to report on the Socialist Bill present an xinfavorable report, and have rejected the measure. A large section of the English Press assert that the despatches from Gordon Pasha do not justify Mr Gladstone's optimism with regard to Khartoum.
