GENERAL SUMMARY. [From the " Argus."] London, April 13. Her Majesty the Queen is in good health. She left Windsor for Osborne on the 28th March, and the Court will remain at the Isle of Wight until the early part of May, when the Queen will proceed to Balmoral. Parliament reassembled after the Easter recess on the sth. On the 10th Mr P. A. Taylor's motion for the abolition of flogging in the navy Avas rejected by 164 to 122. A motion brought forward by Sir Robert Anstruther to pay to the heirs of the late Earl of Dundonald the arrears of half -pay due to him from the time of his trial until his restoration to the navy, Avas carried without a division, after a speech against it from Sir Stafford Northcote. On Wednesday evening, Mr Waddy moved the second reading of a bill for the registration of neAvspapers, Avhich gave rise to a warm passage of arms between Dr Kenealy and Mr Sullivan. Mr Cowen moved an amendment, which Avas carried, " That no legislation for the compulsory registration of newspapers can be considered satisfactory which does not provide for the repeal of the exceptional law Avhich renders neAVspaper proprietors criminally, as Avell as civilly, liable for the acts of their employes." The bili AVas defeated by 149 to 69. When the division was announced, Mr Sullivan stated that he had just been insulted in the lobby by Dr Kenealy, AAiio had called him a liar. The doctor was ordered to withdraw, and the House having unanimously agreed that he should be ordered to AvithdraAv his Avords and apologise, he Avas brought in by the Sergeant-at-Arms and apologised. Mr Sullivan's resolute action has been highly approved of. At the opening of a Free Christian Church at Birmingham, on the 22nd inst., Mr Chamberlain said he felt sure that the tinie was approaching when they Avould see the separation of Church and State. The Burials Bill Avould offend all the ratepayers of the country, and Avould not satisfy the dissenters. It is supposed that several generals Avill shortly be gazetted as field- marshals. The names are mentioned of Sir Wm. Codrington, Lord Strathnairn, and Lord Napier, of Magdala. A correspondence has been published between Mr James Ashkrary, M.P., and Mr Gladstone, relative to a statement made by the former regarding the large profit made by the sale of the late Premier's pamphlet on " Bulgarian Horrors." Mr Gladstone states that he has been an author for 40 years, but all his gains during that period have not come near £10,000. The Rev. Malcolm M'Coll has published a pamphlet entitled, "The Eastern Question : Its Facts and Fallacies." It is Avarmly criticised by the Ministerial Press. General Grant is about leaving America to make a lengthened tour in Europe. The shipwrights on the Clyde, to the number of 3000, struck on the 4th for an increase of a penny an hour. In recent contracts a clause has been introduced under which the operations of contracts are suspended during a strike. This, it is thought, will enable the masters successfully to contend Avith the men. The London School Board are providing rooms for babies, in order that children may be able to attend school Avhose services are required to attend babies at home. In consequence of the commercial depression, the White Star, Cunard, Guion, and National lines of steamers at Liverpool, are for the next three months only to run fortnightly to America instead of Aveekly. At a meeting of working men held in Hyde Park on Good Friday, Mr John De Morgan stated that an attempt would shortly be made to enclose a portion of Hyde Park for the aristocracy. He added that he would have to go doAvn to Richmond to pull down some fences Avhich had been put up by the Duke of Cambridge, for they must teach cA r en Royalty that no one should steal the land from the people. Extreme deficiencies haA r e been discovered in various patriotic building societies at Sheffield ; one is £69,000 wrong, another £10,000, another £7000, &c. Mr Humphrey Turner, avlio Avas for many years a director and borroAved largely from the societies, has filed his schedule for £70,000. Many small clubs that have invested in these societies Avill lose all. The revenue for the year ending 31st March was £78,565,000, against £77,131,093 for the preceding 12 months. The chief increase Avas in the property and income tax, £1,171,000. The revenue exceeded the estimate by £153,000. Every creditor in the Western Bank of Scotland, the liquidation of Avhich commenced 19 years ago, has been paid in full with interest. The liabilities amounted to £6,134,000. Each shareholder also has been paid £72 on every £125 share paid up. The Board of Trade returns for March show a decrease in exports of 4i per cent, compared Avith March, 1876, and over 8h per cent. Avith March, 1875. The imports for last month were an increase of 21| per cent, over March, 1876, and over 12 per cent, for 1875. The ship Gareloch, lately arrived at Liverpool from San Francisco, was boarded off Pitcairn Island by two boats, the occupants of Avhich stated that all Avere on the island, but the rats had eaten all their crops of Avheat, and they were badly in Avant of corn. A Mr Joseph Greenough, town councillor of St. Helena, Lancashire, died in Kirkdale gaol soon after commencing the undergoing of a sentence of 12 months' imprisonment, with hard labor, for forcibly ejecting a tenant instead of taking legal proceedings. He was 78 years of age, and was worth half a million sterling. The city authorities contemplate the establishment of a nationsl industrial university of scientific and technical education, under the auspices of the Livery Companies of London. The building will be erected on the Thames embankment, between Blackfriars and the Temple. In the Irish Probate Court Judge Warren has upset the verdict of the jury in the great Westnieath will case, Avhen they decided that undue influence had been used to obtain the making of the ■will in favor of Lord Longford. The Judge's decision Avill be appealed against. An English firm has been successful in tendering for over 20,000 tons of iron for America, in spite of the competition of the American manufacturers and the heavy import duties. A sculling match for £200 a side, and the championship of the Thames and the Challenge Cup given by the proprietors of the Newcastle Daily Chronicle is to come off" from Putney to Mortlake, on the 28th May, between Robert Watson Boyd, of Gateshead, and John Higgins, of Shadwell. Proposals in favor of fostering native industry in Canada have been defeated on two occasions recently, the majorities being 3] and 49. A horrible scene occurred at Leeds on the morning of the 2nd, at the execution of a man named Johnson. On the bolt being drawn, the rope broke, and Johnson fell to the ground. A second rope Avas procured, and after an interval of ten minutes he was hanged a second time. He then struggled for four minutes. Attention has been drawn to the case in Parliament. Mr Walter, M.P., proprietor of The Times, has been attacked and robbed by three men in Rome armed Avith stilettoes. He Avas not injured. Several arrests have been made. A photographic publisher named Alfred J. Gratridge has been charged at Birmingham with selling indecent books, &c. ;

and has been committed for trial. Among letters found in his possession were communications from pupil teachers, boys at schools'; curates, arid bank managers; applying for copies of his work. One letter, from a Yorkshire bank manager, asking for 30s worth of obscene publications to be sent to him requested that they might be sent to a place "to be called for," so that his wife might not see them. The trial of the prisoners for the turf fraud, when they obtained £10,000 from the Countess De Foucourt, commenced yesterday. Two thousand m'eri are now employed night and day upon the Paris Exhibition building. The editor of the Turkish Punch has been sentenced to three years' imprisonment for the publication of a cartoon offensive to the Government. Advices from Warsaw, Kieff, and Moscow, give deplorable accounts of the internal condition of Russia, and allege that the Czar is driven to the alternative of foreign war or revolution at home. A dispute has arisen between the United States and Russia in consequence of the latter prohibiting American whalers from cruising in the sea of Ochotsk. Massachusetts merchants assert that this was the cause of the loss of half their fleet in 1876. A large box filled with dynamite cartridges was found on Tuesday at New York, in a cask of wine landed from the Hamburg Company's steamer 'Frisco. A meeting held at Ottawa on the 10th inst. adopted a memorial to the Canadian Senate requesting it to urge upon the Government the desirability of originating and pushing on public works to alleviate the present destitution. In an article which appeared in the Daily Telegraph a few days ago on the subject of acclimatisation, in which special reference was made to Mr Edward Wilson's efforts, it was stated that a couple of green and yellow Australian paroquets, which made their escape two or three years back from a cage in the neighborhood of Lincoln's Inn Fields,had bred and multiplied to stlch ati Extent as almost to drive the sparrows from that metropolitan oasis. The Japanese Government are engaged in an attempt to introduce sheep, with the view of converting the hills into pasture land. Colonel Steinberger, of Samoan notoriety is avenged. His enemy, Capt. Stevens, of H.M.S. Barracouta, has been dismissed from the service, not for any doings' connected with the incidents at the Navigator's Islands, but for other matters. The Court was of opinion that each of the eight charges were proved, and the sentence was that Captain Stevens be dismissed from Her Majety's service. The first charge was that Captain Stevens asked Mr. Gain, the paymaster of the Barracouta, for £30 out of the ship's chest, and requested him not to enter it in the cash account, after Commodore Goodenough had refused an advance of £100 to meet the expense of entertaining the Governor of Fiji and his suite. Other charges were that on the 16th June, 1876, he had made an application to the committee for a court-martial on Mr. Gain on several charges, well knowing them to be false and vexatious, and that he had in other ways behaved to Mr. Gain in a harsh and unbecoming manner.
