Advice has been received here that Formosan polico arrested two Americans and one German, named Gates, Wrede, and Roubin respectively, on a charge of violating the Shipping Act, also of enteriug a fortified' zone without authority. The trio left Shanghai recently in a small sailing boat for a long cruise, touching at the Philippines and New Guinea, and possibly Australia, eventually proceeding to Cocos Island seeking to salvage an alleged gold cargo said to be sunk there. The Formosan authorities, however, claim that the Americans are really naval officers caught photographing a fortified zone.
