SCRAP SUBMARINES
ATTITUDE TAKEN BV JAPAN OTHER POWERS TO FOLLOW SUIT. MENACE OF AIRCRAFT CARRIERS CITIES EASILY BOMBED (United Pres* Association —By Electric Teiegrapi. copyright.) Received 10 a.m. to-day. LONDON, Oct. 31. Mr Bywater, the “Daily Telegraph’s” naval expert, has received information from a reliable source that Japan is ready to scrap all her submarines, provided other Powers will follow suit. Aircraft carriers, which would also be abolished, are regarded as the greatest menace to Japan, since most of her crowded cities lie within easy reach of enemy aircraft. Most of her buildings are too flimsy to withstand bombs.
