PLAN FROM NEW ZEALAND.
PACIFIC INSTITUTE DEB'ATE. .United Press Association —By Electric Telegraph OopyrigHt.) BANFF, Aug. 25. New Zealand’s plan- for licensing exports, with the snggestion that imports might also be placed under control in the future, wais examined again at the round-table conference of the Institute of Pacific Relations to-day. A New Zealand member pressed, the idea of eliminating chaotic and wasteful production by determining in advance the market available and buying without -tariff barriers goods from the country to which exports were mode. Obstacles were presented by other members, who argued that in. industrialised countries it would, be more difficult to license and control exports, especially where the natron was trying to push the sale of its goods in all- corner® of the earth. It was Stated that the attempt by go v.enn'midnts to set up quotas might end in a worse position 'than at present. A Britisn member said the depression, had been prolonged by Government interference with natural 'laws.
