ZAGLOUL IN THE LIMELIGHT. ' PROCLAIMS FAITH IN CONSTITUTION. BY CABLE—PRESS ASSOCIATION -COPYRIGHT. CAIRO, Nov. 21. Troops and police early surrounded Parliament Buildings in order to enforce th e warning regarding secret meetings, but a meeting of senators and deputies, numbering 180, was held at Continental Hotel. The three opposition groups previously issued a manifesto protesting against the Government’s unconstitutional action and declaring the dissolution decree of last March illegal. Zag’oul Pasha exhorted the student demonstrators outside his house to return quietly to their homes. Zagloul then went to- the Continental Hotel, where the Meeting elected him President.
The Chamber of Deputies passed a vote of no bonfidence in the present Ministry, declaring that Parliament will meet> at the tim e and place the members mav decide.
Zagloul, in a speech, said he was a defender of the constitution. The meeting ended without incident.
