The Bill authorising the signature of the Locarno treaties was passed by the Federal Council by 46 votes to 4. Representatives of East Prussia, Pomerania, Mecklenburg-Schwerin, and Lower Silesia voted against the Bill, while Hesse, Nassau, Bavaria, and Wurtemburg abstained from voting.— Reuter. ITALIAN DELEGATION. PRIME MINISTER NOT INCLUDED. Received Nov. 23, 10.45 a.m. ROME, Nov. 22. The Italian delegation which will go to London on December 1 to sign the Locarno Treaties will not include Signor Mussolini. —Reuter. ANTI-PACT MINISTER RESIGNS.
