The Chinese Defence Commissioner, who, under Tueluin l.u, has assumed control of part of the line, despatched four trains laden with troops last night for an unknown destination. Fighting has not yet commenced. There is still a chance that there will be no war, but much depends on whether Wu Pi Fu, without whose permission and funds Chi cannot light, considers war worth the heavy financial price he will have L n nay. So far as the foreign population and property at Shanghai are concerned, there does not. appear to he much danger, but all possible precautions are being taken to meet the possibility. Tens of thousands .of Chinese refugees are coming into the foreign settlement. British and American warships from Weihaiwei and Chefoo respectively are expeqted to-morrow. — Reuter.
