BY CABLE—PR2BB ASSOCIATION—COPYRIGHT Received Aug. 25, 10.45 a.m. BERLIN, Aug. 23, The Reichstag on Monday begins the discussion on the London pact, and if unable to agree will rise on Thursday. It is hinted that in that event the Chancellor will seek a delay in signing pending a national plebiscite. The towns and districts in the occupied territories sent a message to the Reichstag demanding the ratification of the pact in order to imorove the situation.—Aus.-N.Z. Cable Assn. As a result of statements in the Reichstag by members of the German delegation to London a swing of opinion among the moderate section of the German National Party is noticeable, and now there is a prospect of the Dawes plan finding the necessary majority in the Reichstag this week and of the London protocol being signed on Thursday.—Reuter.
