The Times' St Petersburg correspondent states that owing to the ghastly massacre at Siedlice, the Government have drafted provisional rules for granting Jews a large measure,, of equality in the matter of the right to travel, sojourn and acquire lands, except such lands as belong to the peasants. The police at Warsaw discovered the headquarters of the revolutionary orgajisation in Lesno street, and seized bombs, pipers and important documents. Two Terrorists were executed ■ in the citadel. Lieutenant Shainovstei, the ringleader of the sapper mutiny at Kieff, has been sentenced to be shot. General Diediulin, commander of the gendarmerie, has succeeded General Trepoff as commandant of the Palace. Seventeen million sterling is required for famine relief in Russia, necessitating a loan. A revolver and a dagger were found in his possession.
