A DASTARDLY PLOT. MURDER FUND OF 1,000,000 DOLLARS WHOLESALE KILLING. London, Deo. 16. A Home Ruler writing to the Times asserts that Dr Williams is raising a fund of one million dollars in America io organize a number of outrages in England by means of British agents, The plot includes the murder of Mr Balfour, Chief Secretary for Ireland arid others. Williams haw already collected £200,000 for the purpose. Emissaries will shortly be despatched to Liverpool to carry out the designs of the organization. Besides making an attempt on Balfour's life, the lives of other members of the Government are plotted against,
