RANDOLPH CHURCHILL'S OPINION. London, September 28. Randolph Churchill, in an address, referring to the agricultural depression in Eng. land said the only possible way in which the farmers could be relieved would be by Ch* Government increasing the allowance to local bodies from the Imperial Excheque by three millions sterling. The speech wa* enthusis*. tically received, and it is believed will have a much desired effect.
