London, September 23. The Pall Mall Gazette in an article on Colonel Hughes-Hallett accuses him of seducing his stepdaughter, and embezzling money belonging to her which he afterward* reimbursed. The Gazette accuses the Government of an intention to disregard the cry for action with regard to the matter. Colonel Hughes-Hallett denies the accusations brought against him, 'Colonel F, 0. Hughes-Hallett is a son of the* late F, Hughes-Hallet a Judge in the service of the H.E.I. Company's service. He was born in 1888, was educated at Brighton College, has served in various regiments, and entered Parliament as member for Rochester in the Conservative interest in 1885.;
