BOULDkN’s CONTE ACT, The Committee appointed in thia matter submitted their report, and the question was finally left over till next meeting for further information. AMENDED HABBOUB BILL. The Committee on this question reported : — The Committe-, aft-r a conference with the solicitor of the 80-ird, and careful consideration df the business submitted toth-m. recommend the Bo«rd to delay taking any action in the metier of further powers cf dealing with thb endowment In the mean time, and that the V oidsiing Rill as advertised, with the addition o, ly of t'-e clause limiting rati- g to Id and 2d, b>- allowed to >n before Parli.inent.—W, StXVWHIGIiT Chairman. The Board's Solicitor wrote:— I have considered the Board'.. propoat ioendeavor to obtain the assent ot the Leg'sliture to the lale oi the fret hold of th Board's TeuwhaiepAiae endowment The toan raised under , the Act of 1884 was raised expro'tly upon the security of this endowment, which was made inalienable except by lease, and I do not thir k that there is the least chance of the Legislature considering any proposal to allow the Board to alt< r the debenture holders’ security without thei' con-ent. I fear that such a p-opoaal mad. as an addendum to what is merely a validating Bill may give ri-e to a suspicion that the main object of the Bill is the salt of the endowment If thia suspicion is created itwil. seriously prejudice the chance, of the Bill as drafted becoming law. I need not now repeat what I ave previously urged as to the necessity of the Bill passing at an early date, if on reconsideration the Board adheres to its wish to make the experiment, end will furnish me With some data as to how, if the Land Act ia departed from, selling price is 10 be arrived at, I will at once frame the necessary clauses and tee that all proper formalities are complied with to give the proposal standing giouud before the Local Bills Committees. The Committee suggest a classification of the land upon the basis of Messrs Dufaur and O’Ryan’e report, to be approved by the Surveyor • Ceoeral, ' the holdings in each cl-ss to be graded julcordmg. to quality from 640 acres upw..rde. If the principle ot sale ia admitted no objection could be tak>n to such a classification, but that still leaves open th<- more difficult ques tion of selling price in <a h class. I annex hereto the necessary clan es to give effect to the Board's resolution *o limit the rating clause to Id and 2d.—C. A. DxLautoPb. The report was adopted.
