Stout has issued a manitesto saying his programme is retrenchment, protection, a continuance of the present system of settling land and the avoiding of taxation of persons of small means, strengthening local government and the maintenance of tho present education system at all < os s. Besides this he puts in some characteristic padding of the same pmport as his recent Sp66Ch@Si Both Locke and McDonald are still down here, but arc expected to leave for Gisborne on Friday next. It is now fully understood that Locke will again be a candidate for the East Coast seat. Judgment in tfie Makauri case will pro bably fie given this week. It is believed that tfie death of Biperata is likely to modify the position in this famous business. The Representation Committee have finished rearranging the North Island electoratea already. It is not quite certain whether Stout will contest Napier, but if he does, he wi'l also contest his present seat. Ministers are likely to wholly neglect their duties and go on the stump during the elections, but the best of the Opposition speakers will play the same game. Many people here who know James Carroll are hoping he will defeat Wi Fere, as he would probably be the most valuable Native Member there has ever been in the House. The Protectionists held a packed meeting here on Saturday night, and no one on the other side attended, The Evening Press says the only protection New Zealand needs is protection from the rapacity, extravagance and scandals of the present Ministers,
