Soviet Speeds '< Up Its Plans

BERLIN, Oct. 4

On Monday, Soviet zone political leaders conferred with Russian officials at Soviet headquartersr in Karlshorst in working out details of a new Government which may claim to speak for all Germany, according to usually reliable German sources. High British officials stated that they expected that a new Government would be proclaimed in the next few days. German sources said that the conference was attended by the head of the Soviet military administration, General Vassili Chuikov; the Soviet Ambassador, M. V. S. Semeonov, who is General Chulkov’s political adviser; and the heads of all the Soviet Military Government departments.

Germans who attended the meeting included representatives of the Communistic Socialist Unity Party, Soviet zone Liberal Democrats.

It is reported that Cabinet Ministers*'from all five provincial Governments of the Eastern zone have been summoned to Karlhorst for an important meeting to-morrow. Soviet zone leaders are expected to work out details of a new “German Democratic Republic,” after which a meeting of the Soviet-spon-sored People’s Council will be convened to proclaim a new Government. i

The Russians apparently do not intend to hold an election before a new Government is established. The Russian commander, General Tulpanov. is quoted as saying that the holding of election at present would be undemocratic and unfaii to the Socialist Unity Party, because, being newly organised, it could not put its full weight into the campaign.

The French-licensed newspaper, “Kurier” said: “If the development continues, as i* now has every appearance of doing, then the last hope of repairing the broken links of Berlin are gone. Even worse, two Governments' would claim to speak and negotiate for the German nation and those who completed the splitting of Germany would have their seats in the old capital, Berlin.”

NEW EAST GERMAN REGIME WITHIN PRESENT MONTH (Rec 9.5) LONDON, Oct 4

Reuter’s correspondent at Berlin says.—The Soviet zone, political leaders and high Soviet officials have provisionally agreed to form an East German Government before October 20. They so agreed at talks iasl night, according to the North-west Germany Radio. This radio said thal the chiefs of all of the Soviet zone parties attended these talks, which will be resumed to-day.

Soviet-Sponsored Group To Be The New Parliament

(Rec 9.5) LONDON, Oct 4. The West Berlin press says that several buildings in the former Government quarter of Berlin, around the once famous Wilhelmstrasse. have been, or are being rebuilt by the Soviet, to house an East German Government.

Dr. Goebbels’ Propaganda Ministry opposite the Nazi R«eichchancellery. now houses the Soviet-sponsored German People’s Council, which is generlly regarded as the future East German Parliament.

HUNGARIAN REGIME OB JECTS TO REPUBLIC OF WEST GERMANY

(Rec. 9.30) LONDON, Oct. 4 Hungary has followed Russia in denouncing the formation of the West German Government as a violation of the Potsdam Agreement. Hungary did this to-day as indications grew of the Russian intentions to form an East German Government soon.

The Hungarian Government sent a Note to the British, United States French and Russian Governments. This demanded the establishment of a united Germany. Il accused the Allies of not returning to the Hungarian Government, goods that were taken by Germans. It also accused them of reorganising .armed gangs of supporters of the former Regent, Admiral Horthy, in Western Germany.

Allies’ Reply to Soviet on Germany (Rec 8.30) LONDON, Oct. 4. The Daily Telegraph’s correspondent at Paris says: The Governments of London, Washington, and Pans are now in consultation about the replies that they will send to the Russian Note of yesterday, regarding Western Germany. The interest of tiie Russian Note is in its timing. Its delivery coincides with a recent intensification ot the cold war, and it follows quickly on the suspension of the four-Power talks in Berlin. RUSSIAN BOMBERS The Vienna correspondent of the Daily Telegraph says that Russian four-engined bombers are reported to have made their first appearance in Hungary. They have been seen on training flights, escorted by fighters, along the Yugoslav border.

The bombers are the Russian version of the Superfortress, and the accounts of their appearance give new point to recent reports of high pressure development of runways a mile long in Hungary and Czechoslovakia. The correspondent adds that unusual military activity in Yugoslavia and Hungary is reported.
