Why does not the Mavor act in accordance with the Town Planning Scheme, Part IV, Page 27, viz.: Preservation of Amenities: —External Appearance of Buildings: (1) The Council may, within 28 days after the submission to it of an application for a building, permit, refuse to grant the permit on the grounds that the external appearance of th e proposed building would disfigure the locality; or tend to depreciate the value of adjoining properties; and shall, forthwith, give to the applicant written notice of its refusal, and of the reasons therefore. There are six further paragraphs on this subject, No. 6 (consisting from A to 9) covering the whole situation. Why hesitate?
