T'.ie Soviet, itself, has miade a trade agree--1 ment monopoly, and no British-made goods can be imported into Russia except through the Government agencies.' MOSCOW, October 22. The- Soviet hc-s issued a. statement 'threatening repi< sals against the Powers for taking measures against l the dumping of Rus-ian wheat. i The statement says: There were no complaintwhen Tsarist Russia cx-pur.e-l more wheat than ILc Soviet.
