AN INAPPROPRIATE “GESTURE FOR PEACE.” (Received December 13, at 9.15 p.m ) WASINGTON. December 13. Admiral Hughes, chief of Navy operations, in his annual report, stated that congress will act to provide an enlisted naval personnel of 88,500 for the fiscal year of 1930, these not including the allowances for nucleus crews or for the number required tc commission the vessels now in course •of const ruction. The report complained that insuffi cient funds were provided in the past year to adequately man the vessels in commission. Appropriations to the sum of 3,800,000 dollars for naval construction, were passed by the House of Representatives to-day, despite the protest by critics, the chief of whom was Representative Laguardia, that such legislation was inappropriate when the Government was making a gesture for universal peace. A total of 2700 dollars was appro priated to complete two submarines, and the remainder to, complete the modernisation of the battleships, California, Oklahoma and Nevada.
