To South American Republic GENTLE REMINDER OF THEIR COVENANT. (Received December 12 at 8 p.m.) LUGANO, December 11. The League Council, at a secret session, acting on its own initiative, cabled Bolivia and Paraguay reminding them as signatories of the Covenant, that they are pledged to seek a pacific settlement of the dispute; that both signed the treaty of Conciliation and Arbitration; and suggesting the suspension of military action until representatives of the two Governments have met to discuss the situation. WITHDRAWAL FROM PAN-AMERI-CAN CONFERENCE. WASHINGTON, December 11. The Bolivian Legation notified the Pan-American Conciliaiton Conference of its withdrawal from the gathering in a Note addressed to the Chairman (Mr Kellogg), which said: “That in face of attacks by Paraguayan troops on the Bolivian Kort Elchaco, the Bolivian delegates are forced to withdraw from the deliberations.” The Note added: “It is impossible for Bolivia to discuss a peaceful solution of the disputes between LatinAmerican nations, until Paraguay has made formal and moral reparation for the injury.”
