RUSSIA’S PROPOSAL.

Litvinoff, addressing the Suv cl Central Disarmament Executive said: “If M. Litvinoff sent a letter to the prepauatory Disarmament , Commission, proposing spd?dy summoning of the sixth session to enable a discussion otf the Soviet’s previous draft disar mament convention.. It ineidentul.y condemns the lamentable results following a few Powers privately nego tiating for disarmament, because it brings in the principle of establishment of individual lacking a criterion acceptable throughout the world. RUSSIA’S SIGNATURE TO KELLOGG TREATY. WASHINGTON, December 11. Action on the Kellogg Treaty was again postponed at thc request of Senator Reed, who is leader of a small group of reservati'Onists. Senator Borah announced that the committee meet again on December 14, when’he was ffopefiil a vote could be taken, so thf?i treaty might be reported to the Senate for ratification before the Christmas holidays. Mr Kqllogg concluded his testimony before the committee in a brief executive session. He denied that Russia’s signature to the pact could be interpreted as recognition, contl ( nding that in a multilateral treaty, nations adhered only to the document, not to each other. Mr Kellogg also asserted that the treaty could ha.ve no effect on th Monroe Doctrine because lhe latter was considered an essential part of the United States’ national defence.
