NEW PREMIER’S

Policy Statement. POSTPONED INDEFINITELY. MR T. K SIDEY APPOINTED TO UPPER HOUSE. WELLINGTON, December 10. In a subsequent statement, Sir Jos eph Ward said that Mr Sidey had been recommended for appointment to the Legislative Council, and His Excel leney had been pleased to approve bl that recommendation. He proposed to ask Sir Robert Stout and the Hon J Barr to act as Mr Sidey’s sponsors, when he presented himself t< the Up per House to morrow, to be sworn in. Si r Joseph said, to morrow, when ho met the House, he would make a state ment, but it would not necessarily be a statement of policy. His present difficulty was that he had not yet ha.l time to visit the Treasury and examine the state of borrowing authorities; and until he could do this, he was not able to say whether or not they were sufficient or suitable for his purposes. This he might not be able to do even to-morrow, but he did not anticipate keeping I’iirlinmeut together much longer, as it would not be a leg.sl.itivc session. He could not yet say definitely that it would wi be necessary to call another session in February.
