THE PEACE PROPOSAL.
NO GUARANTEE. Says U.S. Secretary. (Received January 16 at 8 p.m.) WASHINGTON. January 16. The Assistant Secretary of State. Mr Castle, addressing the Women’s Conference on th- causes ami cures of war, said that even if the French proposal for a treaty for the outlawry of war as an instrument of national policy, should be adopted, this would not of itself be an absolute guarantee of peace. He added that peace, to be real, must be the state of mind, and while the American Government aspires to real peace through international understanding, such cannot be achieved by waving a magician’s wand.
