Le Temps is optimistic, but 1-e Journal Des Debats deprecates the tendency to hustle, while Liberte considers the negotiations have degenerated into hair splitting. LATER. M. Briaud promptly cabled Mr Kellogg explaining that it was desired to substitute the term “wars of aggression” for the words “all wars" because the proposed treaty of outlawry instead of being a bilateral as originally intended became multilateral. BRIAND’S REPLY DEFERRED "(Received January' 15, at 8 p.m.) LONDON, January 13. The Morning Post’s Paris correspondent says: It was decided at the eleventh hour to withhold the French reply for the present, as Mr. Kellogg is going to' Cuba. BRITISH IMPRESSED. BY KELLOGG’S NEW SUGGESTION LONDON, January 13. Official circles are impressed by Mr. Kellogg’s new suggestion that if France is agreeable to amend the reply to outlaw all wars, instead of only those of aggression, then instead of signing the bilateral treaty prior to inviting others to do likewise, there should be an invitation to an All Powers conference, to discuss such treaty. Downing street opinion does not expect the least hesitation in the preliminary discussion. Those well informed predict that France will accept Mr. Kellogg’s suggestion.
