before we can give, favourable consideration to such an invitation, that Germany is" prepared to accede to the only terms on which it will be possible for peace, to be obtained and maintained in Europe. These terms have been repeatedly stated by all the leading statesmen, of the Allies. Mr. Asquith has stated them repeatedly. 1 It. is important there should be no mistake. It is a matter of life and death * to millions. Therefore, I w*ill repeat ! them again, namely: The complete restoration, full reparation, and effectual guarantees for the future.
