* KIPLING OUTBURST. SAVAGE ATTACTON MINISTERS. (Per Independent Cable Serviucj LONDON, (May 18. ,Mr. Rudyard Kipling delivered an extraordinary speech at Tunbridge Wells/ in the course of whickke made a savage attack upon the Ministry. He is reported to have declared that the Parliament Act and payment of members were both the ie«ult of crooked work. After having upoken of the Marconi scandal and the appointment of Sir Rufus Isaacs as Lord Chief Justice, he referred to the Home Rule question, and declared that only the army, to its eternal credit, had -saved Ulster and the Empire from -the secret designs of a Cabinet of murderers. Commenting upton Mr 1 . -.Kipling's outburst,^ the "Daily Mail" asks its readers to remember that' "Mr. Kipling's outlook is that of a schoolboy — Jjiess his unstained young heaTt! — who divides mankind" summarily into two classes, namely,' "our f«>3lows and cads." The Ministerialists are unrestrained Jn their abuse of Mr. Kipling, whose attack,, they declare, is a display of v scurrilous partisanship and malevolence that touches the limits V insanity.
