A CUNNING DEVICE. (By Electric Telegraph — 'Gopywnght.j (Per United Press Association.) NEW YORK, May 29.. It is understood that the arms and ammunition shipped ex the German steamer to Mexico were actually supplied by United States manufacturers, who shipped them to Hamburg, and thence Teshipped them to Mexican ports.
