BILL TALKED OUT. (Per Independent Cable. Service;. LONDON, "May 18. The House of Commons has- discussed Home Rule for Scotland. A private' member's measure was brought forward yesterday, proposing* to estab. iish a. Scottish Parliament with a single ;chambei\of 140 members. 'In moving the second reading Mr. J. I. MacphersorK who introduced the bill, declaring that it was framed mere Scotland a strong demand for local control of local affairs. Mr. W. Young, while supporting the general principles of the biH, opposed the clause proposing to give the vote to women, and said that this was a question which ought to be left to Scotland to decide, for herself. Mr. H. -J. M 'Kinder, ■ a Unionist, member, moved the rejection of the •bi'l, declaring that it was framed merely to meet Scottish parochialism. Mr. A. J. Balfour also threw cold water on the bill, saying that it would be impossible to give an^y subsidiary Parliament powers which the Government did not dare to give to another. The bill was talked out.
