Germany 'then, suggested , she be .given access to the Congo River, and afterwards proposed to divide Morocco in'^o two zones, in one of which Germany io have advantag^e. The outline, of die ultimate agreement only emerged in Octobr. Spain was now asked to pay an equitable price for the benefits conferred by the Franco-German agreement. The Comte Demun's interpolation wa- 5 negatived by 448 to 88.
