MELBOURNE, Nov. 23
The report of 'tlie Commonwealth statistician on the superannuation scale 'tables suggests a non-contribut-ing system wherein the right to pension is an essential feature. In the ■event of this not meeting with the ap proval the Government also submits a contributory scheme, providing pensions to officers and allowances ■ro widows and orphans.
