MELBOURNE, Nov. 23,
The House of Representatives sat in committee on the estimates. Mr Deacon severely criticised the holdingback of the discussion until within two days of the end of the session.
The peculiarity of the Budget is that the proposed, expenditure is the same as the revenue, thus displaying no forethought.-
He went on to attack •the introducing of caucus rule.
He> said. that ■ Parliament was thereby deprived of its opportunities of independent criticism of the position.
