LONDON, Nov. 23

Mr Asquith in explanation of the Osborne Judgment said that Trades Unions must establish a separate fund for political purposes, 'by a sepanue levy, and apart from the general funds.

Lord Hugh Cecil asked what guarantees the Government had for cany ing through the preamble co the Parliament Bill.

In reply Mr Asquith stated that the preamble contemplates a latter stage constitutional development, and added regarding mode and time there of, that it was impossible to give pledges this month. . (Opposition cheers.) In reply to further questions Mr Asquith said he was unable to K'r^e an understanding that no Home Ruie Bill will be introduced and pass ed before the House of Lords is reconstituted.

Mr Chamberlain said he had hot proposed to discuss the Finance Bill., the Government's procedure rendering disussion an absolute farce-

The Bill was read seondly without division or discussion.

Lord Landowne will propose today that the House go into commitee on his resolution.

The debate will be continued tomorrow.

The Labor Joint Board considered the closing*part of Mr Asquith' s pro mise so ambiguous that it has resolved if necessary to move amendments to Government Bill of 1911 in order to regain former rights.
